Diaper Bag Airline Policies (2026): Does it Count as a Carry-on?
If you've ever flown with your kids, you know how much stuff you have to pack to keep them fed, entertained, happy during a flight. You have to bring with you diapers, wipes, milk, snacks, toys, loveys, extra clothes, the list goes on and on. Let's not forget you also have to bring your personal items as well. And the big question most parents have is...does a diaper bag count as a carry-on?
The answer in 2026: it depends on the airline and the rules are getting stricter. Below is a clear, updated breakdown of diaper bag policies by airline, plus tips on how to pack smarter (and travel way less stressed.) Scroll all the way to the end for a table that shows diaper bag policies by airline.
Does a Diaper Bag Count as a Carry-On?
Most airlines allow:
- 1 carry-on bag
- 1 personal item (fits under seat)
A diaper bag can fall into one of two categories:
- ✅ Free extra item
- ❗ Counts as your personal item
First, there are some universal policies that all airlines follow when it comes to flying with children
- Each ticketed passenger is allowed one stroller to be checked for free. Most airlines allow free gate checks, so you don't have to carry your child throughout the airport.
- Each ticketed passenger is allowed one car seat to be checked for free.
- Breast pumps are allowed to be brought onto a flight for free and do not count as a personal item. According to the TSA, breast pumps are considered medical devices and are therefore allowed as carry-ons. This means that you won't have to pay any additional fees for bringing your pump on the plane.
- Ice packs and cooling accessories like an insulated cooler bag are allowed.
Airlines that DO allow a diaper bag as an additional item for free
These airlines are generally the most parent-friendly:
- United Airlines United is one of the most generous airlines when it comes to carry on allowances. They allow families to bring a diaper bag for free. Check out the company's Traveling with Children FAQs page for more details.

- American Airlines: American is also quite generous and allows one diaper bag per child. Their Traveling with Children FAQs page has more details.

- JetBlue: allows one free diaper bag per lap child under the age of 2. Read their Traveling with Children page for more details.

- Spirit Airlines: Spirit allows diaper bags for free in addition to their standard luggage allowance, which is one personal item.

- Frontier Airlines: Frontier also allows diaper bags for free.

- Allegiant Airlines: Allegiant allows diaper bags on board for free and does not count as a personal item or carry on.

Airlines that DO NOT allow a diaper bag as an additional item for free
- Delta Airlines: Delta is the only one of the major airlines that does not allow a diaper bag as an additional carry on item for free. However, they do allow a breast pump and associated cooler bag on board for free.
- Southwest Airlines: Southwest does not allow a diaper bag on board as an additional carry on item. The carry on policy on their website is vague, so I called the airline and confirmed that diaper bags are not allowed on board as a free additional piece of luggage.
- Hawaiian Airlines: Similar to Southwest, the policy on Hawaiian's website does not mention anything about diaper bags. I called the airline and confirmed that Hawaiian does not allow diapers bags as an additional personal item for free.
-
Alaska Airlines: Alaska explicitly states on their website that diaper bags will count towards the standard carry on limit for each adult ticketed passenger.

Policies do change every so often and different classes of tickets may have different policies when it comes to airline friendly diaper bags. So, we recommend calling the airline ahead of time to be on the safe side.
How to Pack a Diaper Bag for a Flight
Packing is where a lot of the stress associated with traveling with babies & kids comes from. Instead of cramming everything randomly into your diaper bag, think in terms of zones:
Essentials (quick access)
- Diapers
- Wipes
- Changing pad
- Snacks + bottle
Entertainment
- Toys
- Books
- Stuffy/lovey
- Tablet
- Headphones
Backup supplies
- Extra change of clothes
- Extra layers
- Burp cloth
Parent items
- Phone
- Wallet
- Passport and paperwork
- Chargers
- Nursing cover
The key is not just fitting everything, but being able to find it mid-flight in cramped quarters.
What to Look for in a Travel Diaper Bag
Not all diaper bags are designed for flying. Here’s what actually matters on travel days:
- Opens fully (not just top-loading), so you’re not digging blindly in a cramped seat
- Fits under airplane seat, critical if it counts as your personal item
-
Plenty of pockets, to separate and organize snacks, clothes, and liquids
- Luggage pass-through strap, so you don't have to worry about carrying a heavy bag throughout the airport
Huhu's Everyday Diaper Backpack is designed for travel days, when access, organization, and comfort matter most. The clamshell opening and magnetic buckle make it easy to grab what you need with one hand, while thoughtfully placed pockets keep everything in its place. A luggage pass-through strap, padded backpack straps, and ergonomic back panel make navigating the airport (and a heavy fully packed bag) far more comfortable. The bag also includes packing pouches to keep smaller items organized and easy to find.
For quick changes on the go, the Go Anywhere Changing Wallet keeps diapers, wipes, and a changing pad together, so you don’t have to bring your entire bag into a tight airplane or airport bathroom. Because when everything has its place, travel with kids feels a whole lot easier.
